Managing Director

Stuart brings nearly 25 years of experience in the wastewater and drainage industry, leading Oneline Surveys with a strong focus on operational excellence, technical capability, and customer service. His background spans strategic leadership, commercial management, and the delivery of complex, multi disciplinary infrastructure projects.

As Managing Director, Stuart oversees all areas of the business, ensuring that Oneline Surveys continues to deliver safe, compliant, and high quality services nationwide. He works closely with clients, partners, and internal teams to drive innovation, strengthen performance, and support sustainable growth.

Stuart also works collaboratively with other companies across the Adler & Allan Group, enabling Oneline Surveys to provide customers with a complete, end to end service offering. This integrated approach ensures clients benefit from the full breadth of specialist capabilities available across the Group.

Stuart is known for his practical, hands on approach, strong industry knowledge, and commitment to developing people and processes that support long term success.

Tom Winter

Operations Director

Tom brings a diverse background across CCTV surveying, jetting, business planning, and project management, with experience gained both within the drainage industry and across commercial sectors in London. His blend of operational insight and commercial awareness enables him to drive performance and efficiency across the business.

As Operations Director, Tom provides leadership and oversight for all operational service lines, ensuring alignment between delivery teams, customer expectations, and business objectives. He is responsible for resource planning, service performance, and the continuous improvement of operational processes.

Tom is recognised for his analytical approach, strong communication skills, and ability to build high performing teams that deliver consistent, high quality results.

Scott Mervin

Head of CCTV & Jetting

Scott joined Oneline Surveys eight months ago, bringing with him over 26 years of specialist experience in drainage inspections, sewer cleaning, and network mapping across both the water utility and commercial contracting sectors. Prior to joining Oneline, he spent 13.5 years with Wessex Water, where he developed a deep understanding of wastewater networks, operational delivery, and customer service expectations within a highly regulated environment.

As Head of CCTV & Jetting, Scott provides strategic leadership and oversees the operational performance of the service line. He is responsible for the planning and delivery of inspection, cleansing, and investigative works, ensuring all services are completed safely, efficiently, and to the highest technical standards for customers across the UK.

Scott has extensive experience in project management, operational planning, and leading multi disciplinary teams. His strong technical knowledge, attention to detail, and commitment to delivering accurate, high quality data enable customers to make informed decisions about their drainage assets and infrastructure.

Simon Manley

Head of Tanker Services

Simon has been with Oneline Surveys for nine years, gaining extensive hands on experience across tanker operations, jetting, and CCTV surveying. This breadth of operational knowledge has given him a strong, practical understanding of the drainage industry and the demands of delivering high quality, compliant services.

As Head of Tanker Services, Simon leads the tactical planning, coordination, and performance management of the Tanker division. He is responsible for ensuring safe, efficient, and compliant service delivery while supporting both customers and operational teams to achieve consistently high standards.

Simon has a proven track record of leading multi disciplinary teams within highly regulated, compliance driven environments. He is recognised for his strong interpersonal and communication skills, enabling him to build effective working relationships across the business and with clients.

Josh Gough

Head of Syphons

Josh has been with Oneline Surveys for over a decade, progressing through roles in jetting, tanker operations, and specialist cleaning before moving into leadership. His extensive operational background gives him a deep understanding of syphon systems, confined space working, and the complexities of delivering high risk, high precision cleaning programmes.

As Head of Syphons, Josh leads the planning, delivery, and performance of all syphon related works nationwide. He oversees specialist teams, ensures compliance with safety and environmental standards, and works closely with clients to design and deliver effective maintenance and cleaning strategies.

Josh is known for his calm, methodical approach, strong technical knowledge, and ability to manage complex operational challenges in demanding environments.

Jake Wych

Operations Manager – Jetting

Jake has built a strong operational foundation across van pack jetting, tanker operations, and CCTV surveying, giving him a well rounded understanding of drainage service delivery. His experience in both planned and emergency works has shaped his ability to respond quickly, safely, and effectively to customer needs.

As Operations Manager for Jetting, Jake is responsible for day to day planning, resource coordination, and service performance across the jetting division. He ensures that teams are deployed efficiently, works are delivered to high standards, and customers receive clear communication throughout.

Charlie Purvis

Operations Manager – Syphons

Charlie joined Oneline Surveys in 2020 and has developed strong expertise in drainage surveying, complex mapping, and syphon operations. His background includes delivering high detail CCTV reporting, supporting specialist cleaning programmes, and managing operational workflows across multiple service lines.

As Operations Manager for Syphons, Charlie supports the planning, coordination, and delivery of syphon cleaning and maintenance works. He works closely with operational teams to ensure safe, compliant, and efficient service delivery, while maintaining high reporting and data quality standards.

Charlie is recognised for his attention to detail, strong organisational skills, and ability to manage complex operational requirements in fast paced environments.

Luke Jones

Operations Manager – Deep Suction

Luke joined Oneline Surveys in February, bringing a strong background in wastewater operations, asset maintenance, and team leadership across both utility and defence environments. He has worked in a range of operational roles, including treatment works, pumping stations, MOD water networks, and project delivery.

Before joining Oneline, Luke worked as a Recovery & Treatment Area Manager at South West Water, where he managed the performance, training and development of wastewater field teams and oversaw day to day operations of treatment and pumping assets.

He is known for his positive attitude, strong communication skills, and ability to support teams in delivering safe, compliant and efficient operational work.

Matt Harris

Operations Manager – CCTV & Mapping

Matt is an experienced drainage professional and qualified MSCC5 Surveyor with strong technical knowledge in CCTV inspection, IAS surveys, and drainage data collection. He oversees the delivery of CCTV and mapping works, ensuring surveys are completed accurately and to industry standards.

Before joining Oneline Surveys, Matt worked as a maths teacher, a background that supports his analytical approach, attention to detail, and ability to interpret complex data — all essential skills in CCTV reporting and asset assessment.

Matt is committed to safe working practices, operational efficiency, and supporting the development of his team. He works closely with clients and operational staff to understand project requirements and deliver clear, reliable survey outputs.

Known for his approachable and customer focused style, Matt builds strong working relationships and consistently aims to provide high quality service.

Tobias Proc

Operations Manager – Tankers

Tobias joins Oneline Surveys in July with over 13 years of experience in wastewater operations, sewer cleansing, and tanker based service delivery. He has worked in a range of operational roles, progressing from frontline Vactor work into management positions overseeing planned and reactive cleansing programmes across South West Water regions.

His background includes managing confined space projects, pump replacements, tanker operations, CCTV inspections, and sewer works within high risk environments. He has been responsible for day to day planning, resource coordination, health and safety compliance, RAMS, and ensuring works are delivered safely and efficiently.

Tobias brings strong experience in operational planning, risk management, and working within regulated wastewater environments.

He is committed to further developing his leadership skills and is exploring ILM Level 5 and CIPD qualifications to support his continued progression.
